On October 12, 2018, the European Commission issued regulation (EU) 2018 / 1513, which specifies the list of restricted substances in category 1a and 1b of annex XVII of EU REACH Regulation (EC) no 1907 / 2006, involving clothing and related accessories, textiles and footwear products in direct contact with skin. According to the regulation, these substances will be added to Article 72 of annex XVII, and annex 12 will be added, The regulation will come into effect on November 1, 2020.
The following are the main points of the amendment:
Restricted chemicals are applicable to the following products for consumer use:
Clothing or related accessories;
Textiles other than clothing which, under normal or reasonably foreseeable conditions of use, have a similar degree of contact with human skin as clothing (excluding "disposable textiles", i.e. designed for single use only or for a limited period of time and not intended for the same or similar purpose in subsequent use); footwear.
However, These restricted substances are not applicable to the following products:
Clothing, related accessories and footwear, or clothing, related accessories and footwear components, made solely of natural leather, fur or leather;
Non textile fasteners and non-woven decorative accessories;
Second hand clothing, related accessories, and textiles other than clothing and footwear;
Carpet and strip carpet for indoor use, carpet and textile floor covering covering covering all floors;
Except for textiles / EU 425, personal protective clothing or accessories;
(EU) clothing and related accessories classified as medical devices within the scope of control of (EU) 2017 / 745, and textiles other than clothing or footwear.
For the restricted substances listed in Annex 12 of reach regulation, the limiting concentrations (in terms of homogeneous material concentration) are listed as follows:
remarks: The above requirements do not affect any more stringent restrictions set out in Annex XVII of the reach regulation or other applicable EU laws and regulations.
