The European Agency for the management of HCs (ECHA) was launched on September 2020. The two substances under review are tetraethylene glycol dimethyl ether and dilaurate Dioctyltin, stanane, dioctyl -, bis (cocooyloxy) derivatives, and any other stanane, dioctyl -, bis (fatty acyloxy) derivatives, where C12 is the main carbon atom number of the fatty acyloxy fraction. The public review will end on October 16, 2020, during which all stakeholders can submit their comments to ECHA. The approved substances will be included in the SVHC candidate list as the 24th batch.
Information on two new substances under review
Examples of common uses
Substance 1: [2-(2-methoxyethoxy)ethyl) ether]
It is used for flue gas cleaning system, solvent for paint adhesive production, coagulant in paint formulation, adhesive production, electrodeposition, solder / solder paste production, adsorption liquid gas washing, paint remover and degummer components, VOCs extraction from solid waste, inert additive for fixing methylated hydroxymethyl melamine resin in pressure cotton and fiber fabrics, automobile air conditioning compressor HFC / CFC lubricant, lithium battery technology, promoting protein selective adsorption in cell adhesion process, and used as emulsifier in ink.
Substance 2: [Dioctyltin dilaurate, stannane, dioctyl-, bis(coco acyloxy) derivs., and any other stannane, dioctyl-, bis(fatty acyloxy) derivs. wherein C12 is the predominant carbon number of the fatty acyloxy moiety]
For adhesives and sealants, coatings and paints, thinners, paint removers, fillers, putty, gypsum, model clay, metal surface treatment products, non-metallic surface treatment products, ink and carbon powder, pH regulator, flocculant, precipitant, neutralizer, leather treatment product, paper treatment agent, polishing agent, wax mixture, polymer preparation, textile dye, impregnation Products, cleaning and cleaning products for the production of plastics, fabrics, textiles, clothing and leather.
The identification process of SVHC includes a 45 day public review period. Once a substance is identified as SVHC, it will be included in the candidate list established by the EU REACH regulation, and the inclusion of the candidate list will bring direct legal obligations to the supplier of the substance, such as:
Provide safety technical specification;
● safe use communication;
● respond to the consumer's request within 45 days;
● report to ECHA if the weight of SVHC per manufacturer or importer exceeds 1 ton per year and the SVHC content is more than 0.1% (w / W).
Tips from CCPIT:
With the continuous updating of SVHC candidate list, enterprises are facing more and more control requirements. Enterprises need to improve the risk awareness of their products. Within six months after the substances are listed in the SVHC candidate list, qualified enterprises need to complete the SVHC notification in the articles. It is suggested that enterprises should investigate the supply chain as soon as possible in order to deal with the changes of laws and regulations.
